Francidieto Garcia Jr., J.D., is a Filipino lawyer, public servant, and policy-oriented leader born in Bohol, Philippines. He is the youngest son of Francidieto Garcia, Retired Philippine National Police Chief Operations PNCO, and Hon. Elsa Garcia, former Barangay Councilor. He is related to the late President Carlos P. Garcia, the 8th President of the Republic of the Philippines (1957–1961).
Education and Academic Distinction
Mr. Garcia is a lawyer and holder of a Juris Doctor degree, with a consistent record of academic excellence from grade school through college, earning four (4) Valedictorian distinctions. He completed his elementary and secondary education in Bohol and pursued higher education in Manila.
He earned his Bachelor’s Degree from the Polytechnic University of the Philippines (PUP), graduating as Class Valedictorian (AY 2012–2013) while maintaining working-student status, and was recognized as a Leadership Awardee for exemplary academic and organizational leadership.
He completed his Juris Doctor degree in 2018 at Adamson University as the sole recipient of the prestigious scholarship granted by Pilipinas Shell Petroleum Foundation, Inc., awarded on the basis of merit, leadership, and commitment to public service.
In furtherance of his professional and legal development, Mr. Garcia pursued advanced and postgraduate studies and specialized coursework, including:

Leadership, Public Engagement, and Advocacy
During his academic career, Mr. Garcia held key leadership positions, including Public Relations Officer and Business Manager of KATAGA (Kapatiran ng Talino at Galing – PUP Honors Society), a university-wide organization with over a thousand members.
He organized and facilitated policy-oriented and civic education initiatives, most notably the seminar “deVOTE: Media in Action,” which promoted responsible journalism and informed voter participation during elections, with participation from senior media professionals of major national broadcast networks.
As part of his advocacy work, Mr. Garcia has been actively involved in environmental governance and sustainability initiatives. He was a member of the Pilipinas Shell–Sagip Ilog Pilipinas Green Scholars Program, through which he participated in national and international policy discussions, environmental fora, and community-based environmental programs.
He has regularly been entrusted with official addresses, including valedictory speeches, policy forums, and institutional ceremonies.
Professional Career and Public Service
Mr. Garcia is a lawyer in public service, with experience in legal, policy, and administrative functions within government. After one year in government service, he was promoted on merit, reflecting demonstrated competence, professionalism, and leadership.
He currently serves in the public sector, where he has received multiple awards and commendations for dedication to duty, operational efficiency, and high-impact performance during his initial period of service.
In parallel with his government work, he maintains engagement in investments and financial markets, contributing to his practical understanding of economic and regulatory systems.
